The idea is that health and safety officers/inspectors can see if a seatbeltisbeing worn as the green beacon will flash. these devices are for off highway applications in the main as the green beacon is used on highway by doctors.
A suitable seatbelt needs to be fitted and routinely worn by the operator. A visible green warning light should be fitted in a prominent location which, if lit, will confirm that the seat belt is being worn.
